Pr. CCA/ CCA circles are vested with the responsibility of collecting license fee and spectrum charges from the various telecom service providers. In fact license fee and spectrum charges constitute two critical components of the revenue management of the Pr. CCA/ CCA circles. License fee is collected as a percentage of AGR @ 8% in respect of Unified License (UL) and Unified License (Virtual Network Operator) authorisations covering Access, Internet, NLD, ILD, PMRTS, Commercial VSAT, CUG VSAT, GMPCS, Audiotex and IPLC-Resale services, as also in respect of the legacy NLD, ILD, ISP-IT and Commercial VSAT licenses still in force, and @ 1% of AGR in respect of MNP services. In the case of CMRTS and CUG VSAT licenses operating under the erstwhile regime, license fee is recovered on a fixed per-terminal basis at the prescribed annual rates. Spectrum Usage Charges are collected as a percentage of AGR at the rates notified by DoT from time to time, and are presently applicable in this Region in respect of Commercial VSAT and CUG VSAT operators holding spectrum assignments.

There are 608 licenses/authorisations held by 319 licensees providing telecom services under the jurisdiction of Pr. CCA, Delhi Region as on 14.09.2026. The Pr. CCA Office, Delhi Region is vested with the powers to collect the license fee from each licensee within the due period at the rates prescribed under the terms & conditions of the License Agreement and orders issued by DoT from time to time. Besides collection of scheduled quarterly License Fee and Spectrum Charges, this office is also entrusted with the work of carrying out Annual Assessment of License Fee in respect of UL, UL-VNO, ISP, NLD, ILD, Commercial VSAT, CUG VSAT, PMRTS, CMRTS, GMPCS, Audiotex, IPLC-Resale and MNP services, and of Spectrum Usage Charges in respect of Commercial VSAT and CUG VSAT operators. Therefore, this office is also carrying out the assessment of License Fee & Spectrum Usage Charges and demand notices have been issued to the licensees. Total revenue collection during the financial year 2025-26 was Rs. 4528 crore.
