(A) Revenue functions

  1. Licence fee:

Licence Fee Collection: The Office of Controller of Communication Accounts (CCA) is responsible for collection of licence fee from all commercial licensees of Cellular, Basic, Unified Access Service, NLD, ILD, Commercial VSAT, PMRTS services, Internet Service Providers (without Telephony), Internet Service Providers (with telephony), New Licensees of Internet service and licences of Captive VSAT, CMRTS, Radio links, Microwave links and OFC links. This is being done for all the 1072 licensees, wherever licence fee is applicable.


  1. Scrutiny of Documents & Verification of deductions: They are also responsible for scrutiny of documents submitted by the licensees viz. AGR statements and affidavits and also verify the deductions claimed by USAL and CMTS operators.


  1. Bank Guarantees: CCA offices are also responsible for maintenance of Performance and Financial Bank Guarantees of above-mentioned licences and ensure encashment for non-renewal and non-fulfilment of terms and conditions of respective Licence Agreements.


  1. Assessment and calculation of licence fee: CCA offices are doing this function for ILD, NLD, Commercial VSAT, PMRTS, Internet Service Providers (with telephony), New Internet licences on the basis of Audited Annual Accounts and other audited financial statements submitted by the licensees, calculation of licence fee for licences of Captive VSAT, CMRTS, Radio links, Microwave links and OFC links is done on the basis of number of terminal/channels working. This work is being performed for 364 licences issued by DoT.


Spectrum Charges:

  1. The work relating to collection of spectrum charges in respect of private GSM service providers on revenue share basis has been transferred to CCA offices w.e.f. 1st April, 2004 with detailed guidelines vide DoT OM No.WFD/1018/2004 dated 6.2.2004 as well as vide OM No. WFD/1012/9/WFD/2004-05 dated 17.10.2006. The work relating to collection of spectrum charges in respect of private CDMA service providers was transferred to CCA Offices w.e.f. 1st April, 2005 vide DoT Order No.WFD/1018/2004 dated 1.3.2005. The work relating to collection of spectrum charges from M/s BSNL and M/s MTNL for their service areas was transferred to CCA offices w.e.f. 1.7.2005 vide DoT Order No.WFD/1018/2004 dated 4.5.2005.


  1. The CMTS, Basic, and UASL licensees may approach the concerned CCA offices for clarifications, if any, regarding the spectrum charges, challans for payment, etc. Copies of the various OMs/orders quoted above can also be downloaded by browsing the WFD hyperlink at the DoTs website.


(B) Statutory functions:

  1. Pension:

With the promulgation of Rule 37(A) of the CCS Pension Rules, the government has a critical role in the payment of pension to the erstwhile government servants absorbed in the PSU. The CCA Unit is responsible for budgeting of pension expenditure and authorization of retirement benefits on CDA and IDA pay scale.

  1. Pension contribution and leave salary:

The CCA offices carry out the functions of collection, scrutiny and monitoring of the amounts to be received as pension contribution and leave salary by the Government.

  1. New pension scheme:

New Pension Scheme was introduced w.e.f. 1.01.2004. The CCAs are required to prepare statements showing Government servant contribution and Govt.
contribution. The amount so deducted is to be sent to trustee bank every month under intimation to Directorate. The central record keeping agency for NPS is National Securities Depositing Limited (NSDL). Hence, the contribution recovered from the salary of NPS subscribers are to be uploaded through NPSCAN system provided by NSDL. The amount so recovered has to be reconciled with the booked figures of CAC every month by the CCA office.

  1. GPF & Long term loans accounting:

The CCA offices are also responsible for maintenance for GPF, long term loans and advances and their recovery/accounting.

  1. Audit functions:

The CCA Offices have been exercising post audit on the disbursement made by the designated banks and post offices on account of the pension and allied benefits to the pensioners.

  1. Functioning as CPIOs under RTI act, 2005:

Officers in the offices of CCA have been designated as Central Public Information Officers (CPIO) and Departmental Appellate Authorities (DAA) for ensuring smooth provisioning of information under the RTI Act 2005 for all matters being dealt with by CCA offices.

  1. PAO & DDO Functions:

CCA office is the basic unit of departmentalized accounts organization and performs the PAO and DDO functions for field offices like TERM, WMO and RLO.

  1. State of work report:

Preparation of state of work report of the CCA office and submission of the same to Directorate by 12th of the following month.

  1. Reconciliation of RBI balances:

RBI balances booked during the year every month by CCA offices and to settle the discrepancies, if any, during the financial year. Review of balances statement to be prepared by CCA offices after closure of annual accounts every year.


(C) Administrative function

The CCAs are performing DDO functions for WMO and VTMs, the field offices of DoT. Apart from carrying out other administrative functions as the Head of the Departments (HOD), the CCAs also handle court cases at field level where the Government of India is a party in matters of licence fee, spectrum charges, pension, absorption issues etc. The CCA offices are also conducting Pension Adalats to settle the pension related grievances at a single forum that was not hitherto available to them.

Internal Audit and inspection of field units:

The work related to the yearly internal audit of the DoT units (other than CCAs, i.e., VTM, WMO etc.) in the circles has been transferred to the CCA offices with detailed guidelines, vide OM No.1-1/2003/DDG (A/C)/ICU dated 23.7.2008.

With a view to ensuring a better information outreach on the functions/activities of the CCA offices to those who are covered there under, several CCA offices have launched websites.

The contents of the websites have been designed with the special focus on the specific information requirement of the clientele, while equally focusing on the role of the CCA Unit as the interface between DoT/Government of India and the different stakeholders. In a short span of time, the CCA Units have carved out a niche for themselves by bringing the different stakeholders of DoT together.
