Subject: Constitution of Internal Complaints Committee on Sexual Harassment to redress Complaints of harassment of women at work place-reg.

                 

                  As approved by the Competent Authority, in exercise of the power contained in Section 4(1) of the Sexual Harassment of Women at Work place (Prevention, Prohibition and Redressal) Act, 2013, the Internal Completion Committee of the O/o the CCA, West Bengal Circle for redressal of complaints of harassment of women at workplace, is constituted with the following compositions:

Engagement of retired personnel as consultant on short-term contract basis.

            O/o CCA, WBC intends to engage retired personnel as consultant on short-term contract basis on the below mentioned terms and conditions.

Period of engagement

Initially for a period of 6 (SIX) months which is extendable by another 6(SIX) months. Beyond two years after the age of superannuation where adequate justification exists, the term may be extended based on a review of the task and the performance of the contract appointee, provided it shall not be extended beyond 5 years after superannuation.

Termination of contract

The short-term contract can be terminated by either of the party with prior notice of 30 days.

Internal Audit related work.

Eligibility

Retired DoT/DoP officers, other organized accounts service of Govt. and BSNL/MTNL.

Computer Literacy

Having working knowledge of computer.

Remuneration per month

As per Department of Expenditure, Ministry of Finance OM No. 03-25/2020-E-IIIA dated 09/12/2020, a fixed monthly amount shall be admissible, arrived at by deducting the basic pension from the pay drawn at the time of retirement.  The amount of remuneration so fixed shall remain unchanged for the term of the contract.  There will be no annual increment/percentage increase during the contract period.   No TA/DA shall be admissible to the Consultant

Leave

Paid leave of absence may be allowed at the rate of 1.5 days for each completed month service.  Accumulation of leave beyond a calendar year may not be allowed.

Tax deduction at source

The income tax or any other tax liable to be deducted as per the prevailing rules will be deducted at source before effecting the payment for which department will issue TDS certificate, Education and any other Cess or Tax as applicable will be deducted.

Working Hours

Normally be from 09:30 AM to 06:00 PM during working days including half an hour lunch break in between. However, depending on exigencies the employee on contract may attend office early or stay late and may attend office on holidays without extra remuneration or fee.

Confidentiality of data and documents

The consultant is bound to hand over the entire set of records of assignment to this office before the expiry of the contract and before the final payment is released by this office. He/She will not reveal or share with any third party any secret or confidential information/data related to the Department he/she may come across in the course of engagement.

Conflict of interest

The consultant engaged shall in no case represent or give opinion or advice to others in any matter which is adverse to the interest of this department or Govt. of India. No employee on contract is permitted to take up any other assignments during the period of engagement.

Age Limit (Maximum)

Should not be more than 65 yrs as on date of application.

Through Selection Committee Meeting. A selection panel will be prepared having validity for 06 months.

The willing and eligible retired personnel are requested to submit their applications as per the attached proforma (Annexe-A) with all supporting documents within 15 days from the publication of the notification.
